. you will hear later today from admiral gary some examples of just how impressive that leadership is. the operational readiness of the fleet was a result, first of all, of having bases all around the world. but secondly because the strong program of exercise we conducted. the exercises were not only conducted on military scenarios, but we had an extensive set of exercises involved in humanitarian response. during the time i was secretary, we had a disaster response very similar to the one they're doing here in san francisco today. we bought naval forces from the united states, from russia and japan all to honolulu where we had simulated a tsunami disaster. and these three great nations brought their fleets to honolulu exercising how to respond and alleviate that disaster. well, that was then. how about now? last year the united states released a new security strategy. most of you probably have not even heard of that, but i have to tell you this was a big deal. it was one of the fifth american security strategies that we have issued since the civil war. among the highlights of that se

'll be starting an underground project. we're wraping up a project to follow that longer than gary boulevard and people will be so happy to ride these bus or so. and as a job fair we must get the train to downtown and explore long term funding for back and forth extensions in the city. by it's not just about buses and trains. bicycle riders have increased. and i can see the progress we've had. in 2013 we'll welcome bicycle riders to our cities. people with disabilities will be safe here. and we're embracing alternate forms of transportation with car shazier like zip car and get around riders. and a go up of people looked at their smart phones and tried to participate in sidecar and lift. planning, building and maintaining a reliable transportation in our cities is one of the most chajz things we're facing in our streets. we're looking at long funding for our future. that's why i proposed that this year we look at the transportation system in our city with pay role tax reform. in a nutshell we got all the leaders together in our city and agreed to make a difference. i say let's take that same

francisco fleet week, particularly to admiral gary roughhead for being invited to participate in this senior seminar. it's a privilege for me to be here and to share with you the experience that we had just during and after the earthquake that we had in chile in february 27, 2010. most of the lessons learned that i'm going to show here to you is part of your concern and i'm very glad you are taking that in account so i think you are absolutely in the right path. anyway, it's a massive event that you always have to work a lot in order to be prepared. i'm going to show you a short presentation where i'm going to thank that point starting from the general effect of the massive earthquake and then going down to the particular events that we've taken in care as a navy. as you see here, chile is located in the southwest coast of south america and we had an earthquake on february 27, 2010, with an intensity of 8.8 richter scale located approximately in the center of the country. the subduction zone, the area where the plate and the south american plate made contact was 250 kilometers. that means

packages being developed. i had visions, gary, to think about how if folks decided -- and we don't play in this -- but if folks decided there could be a class on this, how you teach, life skills class, right? if we try to make a one-size fits all click approach that doesn't really take people from where they are and get them to where they need to go. i have seen life skills work well and i have seen students literally filling out mcdonald's applications in their life skills class. so you can't just quickly eradicate and we can't just think about this in an isolated silo the link, for example, that has been alluded to between discipline and bullying, they go hand in hand, how zero tolerance policies often can hurt the victim of bullyings and harassment as they react. you heard tom mention restoretive justice, right here, again, right here in this city across the bridge, and i know as superintendent talked about, you are doing amazing stuff in san francisco. tony smith in oakland has an initiative that is dealing with not just things like restoretive justice alone but positive
